The channel link opens Telegram's “add administrator” screen with permission to post messages pre-selected. The bot must be an admin of the channel to check membership and publish winners.
Telegram only delivers messages to a running program. Download the code, run it on your server, and the bot will start replying. Nothing happens in Telegram until it is running.

For a public launch, host the site with a real backend. The bot's own admin controls (approve/reject, draw, export) live inside Telegram and are restricted to your admin IDs.
